A secret dossier reveals that Labour is considering abolishing the House of Lords if it wins the next election.

Last night, it was announced that a constitutional review conducted by former prime minister Gordon Brown advocated replacing the Upper House with a new assembly of regions and nations.

In September 2021, Sir Keir Starmer requested that Mr. Brown conduct the review, which was made available to MPs and shadow cabinet members.

At the time, the Labour leader vowed it would be “the greatest undertaking Labour has undertaken in a generation.” The Guardian said that under the plans, the economic powers of the House of Lords would be delegated and new independent councils of the countries would be established.

According to reports, Gordon Brown has proposed replacing the Upper House with a new assembly of regions and nations.

Mr. Brown has also proposed giving some devolved governments new tax powers, possibly including stamp duty, allowing mayors to regulate money for education, transportation, and research, and allowing local residents to support measures in Parliament through elected organizations.

Some shadow cabinet ministers have expressed worries about the bold suggestions, which are believed to have been hotly contested inside Labour.

They are not expected to be decided upon by Sunday, when the party’s summit opens.

Mr. Brown has also proposed an initiative to strengthen standards in the central government, with a jury of ordinary citizens who might adjudicate complaints against members of Congress.

Under the plans, a new integrity and ethics commission would be established, and second occupations would be prohibited – a measure already outlined by Sir Keir.

A Labour spokesperson stated, “This is one of several early drafts. The commission has not yet reached a conclusion on all of these problems.’
