His next tenure will begin on September 22, 2022, and will be for a fixed period of no more than three years with the potential of additional reappointment.

Harry Rich is a governor at the Glasgow School of Art, the chair of the Intellectual Property Office, the chair of the Valuation Tribunal Service, an executive coach, and a business adviser. He is a Fellow of the Royal Society of Arts and a Companion of the Chartered Management Institute. He also has a law degree but does not now practise law.

The Transparency of Lobbying, Non-Party Campaigning, and Trade Union Administration Act of 2014 created the independent, statutory office of the Registrar of Consultant Lobbyists. A registry of consultant lobbyists must be maintained and published by the Registrar.

In cases of non-compliance, the Registrar has the authority to take enforcement action in addition to having a responsibility to monitor compliance with the registration requirement.

The Office of the Registrar of Consultant Lobbyists must be run under the direction of the Registrar of Consultant Lobbyists.
