John Baillie and Catharine Seddon reappointed to the Gambling Commission until 10 April 2024


John Baillie

John is a former partner of KPMG in Scotland and London and a Chartered Accountant. He spent two three-year terms as chairman of the Accounts Commission for Scotland, the Scottish local government watchdog. He served as the chair of Audit Scotland, the Scottish counterpart of the National Audit Office, and as a member of the Competition and Markets Authority’s Reporting Panel for nine years. John also served as a visiting professor of accounting at the University of Edinburgh and has held similar positions at other Scottish universities.

Catharine Seddon

Catharine Seddon has served as a non-executive director for 14 years, mostly for national regulators. Catharine has been The Gambling Commission’s Senior Independent Director since 2017. She is the Deputy Chair and Chair of the Human Fertilisation and Embryology Authority’s Audit and Governance Committee, as well as the Senior Independent Director of the Legal Services Board. She has just joined the Children and Family Courts Advisory and Support Service’s board.

She has held non-executive and committee positions at the Human Tissue Authority and The Pensions Regulator in the past. She serves on mental health and employment tribunals, as a lay assessor in county court civil matters, and as a presiding judge in Central London. Catharine is an instructor at the Civil Service College, a member of the Health Service Products Appeal Tribunal, and a trustee for the special needs charity CPotential.

Catharine worked as a high-end documentary filmmaker for twenty years, first for the BBC and then for C4, before establishing her own independent production company.

Remuneration and Governance Code

Commissioners of the Gambling Commission get daily compensation of £295. This appointment was made in conformity with the Governance Code for Public Appointments of the Cabinet Office. The procedure of appointment is governed by the Commissioner for Public Appointments. According to the Code, appointees are required to disclose any substantial political action performed during the last five years. This is described as encompassing holding public office, speaking in public, making a recordable gift, and running for office. John Baillie and Catherine Seddon have not disclosed any political activity.
