Prime Minister appoints Jessica Pulay to a five-year term as a Trustee


Beginning on 19 September 2022, the Prime Minister has appointed Jessica Pulay to a five-year term as a Trustee. The Wallace Collection Trustees have chosen Jessica as their new Chair, effective immediately, as a consequence of her appointment.

Jessica Pulay

Jessica Pulay has 35 years of public and commercial sector finance expertise and specialises in government and supranational financing through capital markets. Since 2015, she has served as Co-Head of Policy and Markets at the UK Debt Management Office (DMO) and is a member of the Advisory Board. She is responsible for the debt issuance and cash management of the British government, as well as policy, research, and business operations.

Prior to joining the DMO, Jessica spent sixteen years as Deputy Head of Funding at the European Bank for Reconstruction and Development (EBRD) in London. Earlier in her career, she held executive director positions at Morgan Stanley, Goldman Sachs, and Deutsche Bank.

Jessica’s dedication to the arts and education includes serving as a Wallace Collection trustee for eight years (2013-2021) and chairing the Audit Committee. She is a member of the ENO board of trustees and the Arts Foundation board of directors.

Jessica has previously served on a number of different charity boards, and she now serves on the board of the International Finance Facility for Immunisation (IFFIm), which finances the Vaccine Alliance. Jessica assisted with the establishment of the Rawatha Orphanage in Sri Lanka as a result of the 2004 Asian tsunami.

Remuneration and Governance Code

The Wallace Collection trustees are not compensated. Schedule 4 of the Museums and Galleries Act 1992 sets out that ‘The Board shall consist of at least six members (in this Schedule referred to as“trustees”) who shall be appointed by the Prime Minister; and the trustees shall appoint one of their number to be chairman’. This appointment was made in conformity with the Governance Code for Public Appointments of the Cabinet Office. The procedure of appointment is governed by the Commissioner for Public Appointments. According to the Code, appointees are required to disclose any substantial political action performed during the last five years. This is described as encompassing holding public office, speaking in public, making a recordable donation, and running for office. Jessica Pulay has made no such declarations.
