Man who self identifies as female sexually assaults woman in female’s toilet

A woman was sexually assaulted in a ladies’ restroom by Ian Bullock, 39, who had been loitering in the facility at busy Birmingham New Street station.

Bullock made a “pre-meditated” attack on his victim, who challenged him after he made a “beeline” for her. Bullock then “casually” left the restroom, removing his high-visibility jacket and attempting to disguise himself. When questioned, he claimed that he identified as female and that this was the reason he was in the women’s restroom.

However, this was dismissed as an “off the cuff remark,” and he was treated as a man throughout the legal proceedings. Bullock was convicted of sexual assault and sentenced to 16 months in prison, 10 years on the sex offender’s register, and a 10-year Sexual Harm Prevention Order.

The Order bars him from entering or loitering outside women’s restrooms and wearing high-visibility jackets except for lawful employment purposes. Detective Inspector Ian Wright praised the victim’s bravery for reporting the incident, allowing officers to arrest Bullock quickly.

The controversy surrounding sex offenders identifying as female was highlighted, with Neale Hanvey, an Alba Party MP, raising the issue in the Commons. Hanvey cited statistics showing that 97 of the 230 transgender prisoners in England and Wales were being held for sexual offences.

The government argued that transgender women held in women’s prisons had committed no assaults or sexual assaults since reforms were introduced in 2019.

In October 2022, further reforms were introduced to prevent transgender prisoners with male genitalia from being held in women’s prisons.
