Home Secretary asks NPCC to evaluate police productivity

2022-2023 police spending is approximately £17 billion, the most in a decade. By April 2023, we will have committed almost £3.5 billion in the Police Uplift Programme, which has already hired 13,790 officers.

We must maximise the public’s return on this investment.

This analysis will increase our knowledge of enforcement efficacy and productivity, identifying impediments and efficient operating methods.

The assessment will also include adopting new technologies, simplifying procedures, and reducing bureaucracy to improve efficiency and results.

Sir Stephen House will lead the review, with help from HMICFRS, the College of Policing, and the Association of Police and Crime Commissioners (APCC).

After advisory board and Home Office approval, terms of reference will be released. It will report in 12 months, with initial results in April 2023.

Martin Hewitt, national police chiefs’ council chair, said:

We want to provide the best possible policing to the public.  This review, commissioned by the Home Office and led by the NPCC, will make recommendations on how to improve effectiveness and productivity in policing, identifying the barriers and the most efficient operating models.

In the coming weeks, we will work with Sir Steve to draw together an advisory board of policing partners and external experts to shape the terms of reference and put a review team in place.
