HM Revenue and Customs issues warning to businesses

If they don’t switch over to the UK’s new simplified customs system right away, more than 3,500 businesses run the risk of experiencing severe delays when importing goods.

Beginning on October 1, 2022, companies making import declarations must use the Customs Declaration Service instead of the Customs Handling Import and Export Freight (CHIEF) system.

The readiness of their customs agents to use the Customs Declaration Service should be verified by businesses.

Without a customs agent, individuals must set themselves up to make their own declarations using system-compatible software.

Although many firms now use the Customs Declaration Service, 3,500 still haven’t made the switch.

Those that delay to register run the danger of being unable to import goods into the UK starting on October 1 since it can take several weeks to be properly set up on the Customs Declaration Service.

Director of Program and Operational Delivery for Borders and Trade at HMRC, Julie Etheridge, stated:

There are now only 2 months left until businesses must use Customs Declaration Service for imports. Businesses need to move now or risk being unable to bring their goods into the UK.

Registering takes time so businesses should start moving to the Customs Declaration Service to ensure a smooth transition and avoid disruption to their business.

Declarants are being contacted by phone and email to let them know what actions they need to take in order to help all businesses and agents get ready for the Customs Declaration Service.

Additional details, such as a Customs Declaration Service toolbox and checklists that outline the procedures traders must take, are available on GOV.UK.

Traders can use live customer support services on GOV.UK and register for or confirm access to the Customs Declaration Service for additional assistance.

Businesses that use duty deferment accounts must create a new direct debit instruction for the customs declaration service by September 30 after registering.

If this is not done, the Duty Deferment Account will no longer be functional, and each time an import declaration is submitted, a separate instant payment will need to be paid.

On March 31, 2023, CHIEF will stop accepting export declarations, and companies will have to use the Customs Declaration Service to export products from the UK.
