A homeless New York City man accused of raping a lady by seizing her from behind and choking her until she fell out remained mute during his perp walk on Thursday night.

Carl Phanor is wanted for at least two past sex crimes in New York City, where Mayor Eric Adams and Governor Kathy Hochul have been criticized for their silence.

Phanor donned a Tyvek jacket as he was brought to a police van and refused to answer any questions posed to him.

In this instance, Phanor disrobed his victim, raped her, and then escaped on a Citi Bike with her headphones, cell phone, and wallet.

Lee Zeldin, a candidate for governor of New York, criticized Hochul for this most recent act of violence in New York City. Tuesday is Election Day; Zeldin and Hochul confront the people.

Hochul and Adams have neither commented on the case. Hochul addressed a rally in Manhattan on Thursday night with former Secretary of State Hillary Clinton and Vice President Kamala Harris, but made no mention of the rape.

The New York Post writes that about 5:30 a.m., Carl Phanor, 29, grabbed the woman from behind and strangled her until she passed out near Pier 45 in the West Village near West and Christopher Streets, according to police.

A fellow jogger discovered the woman, and first responders transported her to a local hospital.

In response to the crime, Zeldin tweeted, “In Kathy Hochul’s New York, law-abiding New Yorkers must live in dread.” In January, criminals will be the ones forced to live in terror in Lee Zeldin’s New York.

“The election is five days away. The time has come to reclaim our streets,’ the congressman concluded.

Additionally, Phanor is wanted for a failed rape attempt in October and the sexual assault of another jogger around Pier 40 in March.

He was arrested at the Port Authority bus terminal when police discovered him using the newest victim’s credit card to purchase $39 worth of Red Bull from a Midtown Target.

Around 1:30 a.m., police reportedly arrested a second man for allegedly raping a lady on East Drive in Central Park.

It’s the latest example of New York City’s rising crime rate, which has forced officials to deploy the controversial Strategic Response Group to combat violent crimes.

The mayor of New York City, Eric Adams, refuses to comment on the most recent attack to shake the city.

Two women are raped within hours of each other in New York City

New York Police reported that two women were victims of sexual assault within four hours of each other in the city:

  • At 1:30am:  A woman was attacked in Central Park’s northeast corner on East Drive
  • At 5:30am: Another woman, 43, was choked, raped and robbed by a 29-year-old homeless man near Hudson River Park in the West Village

The police report that the culprits for both rapes have been apprehended.

In addition to the sex charges, Phanor had 18 past arrests for petit larceny and violence, as well as seven arrests that are sealed from public view.

According to the New York Post, Phanor has no active criminal convictions in New York, and his most recent residence is a homeless shelter in midtown Manhattan.

In 2019, he was arrested for narcotics possession and the possession of burglary tools.

At approximately 5:00 a.m. on October 6, the suspected rapist allegedly attacked a 48-year-old lady who was walking along FDR Drive near East 37th Street.

According to officials, Phanor approached the woman from behind and attempted to choke her. The attacker allegedly attempted to take off her clothing and rape her, but the woman was able to repel him.

Still, Phanor was able to steal her phone and pocketbook, and police say he used her credit cards at a First Avenue smoke store.

Authorities stated that he was also wanted for an incident that occurred on March 27, when he reportedly attacked a 39-year-old female jogger on Pier 40 at approximately 6:00 a.m.

On his bicycle, Phanor allegedly approached the victim and knocked her to the ground.

Police say he then knocked her unconscious and sexually attacked her before snatching her phone.

The two attacks looked to have followed the same pattern as Thursday’s attack.

Gabrielle Sumkin, 23 years old, who discovered the victim, told the Post that she was bleeding from the face and elbows.

She appeared to be holding her eye… ‘This woman appeared to be genuinely distressed, and it was evident that something had occurred,’ said Sumkin. She was wearing exercise attire, but they were somewhat ripped and soiled, and she was not wearing any shoes, only one sock.

When I asked her whether she was okay, all she could reply was, “I need assistance, I need help.”

Sumkin saw that no one else assisted the injured woman while she attempted aid.

She told the Post, “No one even looked in our direction, which was a bit odd.” I believe no one else would have helped her, which is unfortunate.

I would have liked to see a little bit more of a team effort from the other runners, as there were many of them.

The assault on the jogger is part of a troubling spike in violence that continues to plague New York City, where violent crimes are nearly 30 percent higher than they were a year ago.

In the city, police have registered 1,384 rapes so far this year, an almost 11 percent increase from the same time previous year.

With 21,767 incidents reported so far this year, felony assaults are up by over 14 percent, while robberies are up by more than 32 percent compared to previous year.

According to the most recent NYPD data, there have been 102,914 major crimes reported since the beginning of the year, compared to 78,894 during the same period in 2021.

Despite reports of a decline in the number of shooting victims and murders, the overall increase in violent crime has caused the city to dispatch its elite cops to regions with a “high volume” of violence.

Plans to deploy the Strategic Response Group, which has been criticized for its handling of Black Lives Matter demonstrations, are described in a police memorandum that also identifies 20 precincts that will receive additional cops to combat rising crime.

The Post reported that there are eight precincts in the Bronx, six in Manhattan, three in Brooklyn, and three in Queens.

The Strategic Response Group of the NYPD is an elite team that is dispatched to locations where crime is on the rise.

The squad, which consists of “highly trained individuals and specialized equipment,” is also adept at crowd control and may be deployed for major events such as parades and demonstrations.

It also investigates shootings, bank robberies, missing persons, protests, and other significant incidents, according to the NYPD.

The city’s transit system appears to be bearing the brunt of the rising crime rate, with approximately 1,865 reports so far in 2022, a 41.7% increase from the previous year.

Mayor Eric Adams has often claimed that crime on the subways is merely a “perception,” despite the fact that he and Governor Hochul have spent millions of dollars to better police and monitor the system.

Adams stated that, in response to pressure to crack down on crime in the subways, he will fortify the transit system with additional police and security measures.

Adams stated that the new project will add 1,200 additional shifts, or 10,000 additional hours each day, to increase system security.

The proposal was a supplement to Adam’s first Subway Safety Plan, a $97 billion initiative that has already ballooned to $100 billion since the then-new mayor enacted it in February.

The proposal included the deployment of 1,000 more officers and teams of health professionals into the city’s extensive subterranean network to combat the already prevalent violence.

A 14-year-old girl became the most recent victim of crime in the city’s subways when she was stabbed. The newest pledge to crack down on crime was made after she was stabbed.

Sunday, at Saint Nicholas Avenue and 191st Street in Washington Heights, a 14-year-old girl was stabbed during an altercation with two other females.

Since the beginning of the year, there have been nine fatalities on the subway system and thirteen victims of needless pushing.

David Martin, 32, suffered a broken collarbone and a swollen face when a mad guy attacked him at the Wyckoff Avenue and Myrtle Avenue subway station at 2.40 p.m. on Friday.

According to his mother, Martin is now traumatized to the point of suicide ideation.

The terrible moment the perpetrator assaulted Martin before fleeing through the turnstiles was captured on video.

On October 15, Good Samaritans saved another man who had been pushed off a Bronx station located at 149th Street.

Surveillance camera captured the gruesome moment when the pusher followed the 26-year-old man for many seconds before racing up behind him and pushing him over the platform.

Violent killings on subway in 2022

On December 31st, Good Samaritan Roland Hueston was struck and killed by a train while attempting to rescue a guy thrown into the tracks.

Michelle Alyssa Go, 49, was pushed onto the subway tracks on the southbound N/Q/R/W platform at West 42nd Street and Broadway on January 15.

Marcus Bethea, 24 years old, was shot and died on April 25 while working as a subway card swiper at the Jamaica Center station.

On May 22, a gunman opened fire without notice when Daniel Enriquez, 48, was aboard the Q train that was traveling over the Manhattan Bridge.

On July 9, 14-year-old Ethan Reyes was fatally stabbed at the 137 Street-City College stop in Hamilton Heights.

Tommy Bailey, a father of three, died on September 30 after a homeless guy sliced him in the neck on the L train at Atlantic Ave Station.

On October 6, around 10.30 p.m., father Charles Moore, 38, was stabbed in the back and chest after off a northbound four train in the Bronx.

Jayjon Burnett, 15, was fatally shot by a known gang member on a Far Rockaway A train on Friday, October 14, two days before his 16th birthday.

Heriberto Quintana, 48, was struck by a train in Queens on October 17 during an altercation at the Jackson Heights-Roosevelt Avenue station.
