Lagos State Governor Babajide Sanwo-Olu appoints a new Physical Planning and Urban Development Commissioner


Mr. Babajide Sanwo-Olu, the governor of Lagos State, has appointed a new Commissioner for Physical Planning and Urban Development.

Engineer Paul Omotayo Bamgbose-Martins has served as Commissioner for Special Duties and Intergovernmental Relations from the administration’s inception.

Bamgbose-Martins was born in Lagos on June 3, 1957. In 1969, he completed his primary education at St. Mary’s Private School in Lagos. In 1974, he graduated from the renowned St. Gregory’s College, Lagos, where he had finished his secondary school.

He earned a Bachelor of Science in Civil Engineering from the University of Ife (now Obafemi Awolowo University) and a Master of Science in Civil Engineering with a concentration in Highways/Transportation from the University of Lagos.

His insatiable thirst for knowledge prompted him to enrol in a number of post-qualification programmes, including Infrastructure Development at the University of Birmingham, United Kingdom; Accelerated Development Programme at London Business School; Infrastructure Development in a Market Economy at Harvard, John F. Kennedy School of Government; and Advanced Management Programme at ASCON, Badagry.

He is a Fellow of the Nigerian Society of Engineers, a Member of the Institute of Highway Transportation, and a Registered Engineer (COREN).

Bamgbose-Martins is a skilled Civil Engineer with more than 33 years of experience as a Public Servant. He has held positions such as Area/Resident Engineer, Director of Planning and Design, General Manager of Lagos State Ferry Services, Executive Secretary, and Vice Chairman of the Lagos State Roads, Bridges, and Highway Infrastructure Private Sector Participation (PSP) Board while working for the Lagos State Government.

He ascended through the ranks of the Public Service to become a Permanent Secretary in 2005 and led the Ministry of Rural Infrastructure, the Ministry of Housing, and the Ministry of Works and Infrastructure until retiring in 2015.

Post-retirement, he engaged in various Consultancy Services and Project Development until 2018, when he joined the BOS/KOH Team as a Member of the Strategic Economy Committee and, later, a Member of the Transition Committee, during which he served as Team Leader for the Transport and Traffic Management Subcommittee.

The current government chose him to serve on the Lagos State Project Finance and Process Compliance Audit Committee.

Bamgbose-Martins is married with children.
