The Democratic Alliance (DA) in KwaZulu-Natal (KZN) is urging the courts to summon former KZN Health MEC, Dr. Sibongiseni Dlomo, who is now Deputy Health Minister, to explain the violation of procurement procedure in the acquisition of mobile clinics back in 2013.
Corruption Case Unveiled
According to allegations, the KZN Department of Health awarded a 36-month lease to Mzansi Lifecare (Pty) Ltd for the hiring of a mobile clinic in 2013.
Dr. Sibongile Zungu and other co-accused, former heads of the KZN Department of Health, appeared in the Durban Specialised Commercial Crimes Court this week on charges of fraud and contravention of the Public Finance Management Act.
Procurement Irregularities and Mismanagement
Hawks spokesperson Lt-Colonel Simphiwe Mhlongo stated that the contract with Mzansi Lifecare for the mobile clinic lease was extended without following the appropriate supply chain management process.
Furthermore, Mzansi Lifecare was also awarded a contract for the purchase of four mobile clinics worth R32 million, bypassing the necessary supply chain management procedures.
Surprisingly, the vehicles were registered under Mzansi Lifecare instead of the department.
Calls for Accountability and Truth
DA MPL Edwin Baptie emphasized the need for Deputy Minister Dr. Sibongiseni Dlomo to provide clarity on the matter.
This presents an opportunity for him to either prove his innocence or face the consequences.
Additionally, officials implicated in the case must reveal the truth about any involvement of political figures in this alleged criminal activity.
If they believe they are being used as scapegoats, it is crucial for them to speak up.
Fugitive Director and Intensive Corruption Probe
Nandi Msimang, the director of Mzansi Lifecare, is accused of fraudulently removing the four mobile clinics and selling them, resulting in a loss of R32 million for the department.
As a result, a warrant of arrest has been issued for Nandi Msimang, and the Hawks are actively searching for her.
In conclusion, the alleged procurement irregularities surrounding the mobile clinic purchase have prompted the DA to demand accountability from former KZN Health MEC Dr. Sibongiseni Dlomo.
