Davies attended the Royal Russell School in London and Collyers Sixth Form College in Horsham, and studied Politics and International Relations at Swansea University; she was the first member of her family to attend college. From 2011 to 2015, Mims Davies served as a Conservative Party town councillor for Haywards Heath Town Council and as a District councillor for the Haywards Heath Lucastes ward on Mid Sussex District Council. Davies was initially co-opted onto the Hurstpierpoint and Sayers Common Parish Council, which marked the beginning of her engagement in politics.
The incumbent Liberal Democrat for Eastleigh, Mike Thornton, was defeated in the 7 May 2015 general election by more than 9,000 votes. In the 2017 general election, she was re-elected after improving her vote share by 8.2% and obtaining more than half of all votes cast in the constituency, the first majority vote in Eastleigh since the 1992 election. During the 2016 vote, she advocated for the UK to exit the European Union.
