Biden will require airlines to disclose ticket “real cost”


— Washington President Biden will announce a new initiative on Monday that will eventually allow consumers to see the full price of airline tickets — including baggage and change fees — before making a purchase, as the White House continues to seek ways to reduce costs for Americans in the face of persistent inflation.

According to the White House, the Transportation Department’s proposed rule would bar airlines from concealing the “actual cost” of plane tickets, allowing consumers to save money up front and encouraging more competition among airlines to offer cheaper pricing. The restriction applies not only to airlines themselves, but also to third-party search engines like Kayak and Expedia.

According to the White House, airlines made roughly $700 million in cancellation and change fees last year.

Before final approval, the proposal, which dates back to the Obama administration but was abandoned in 2017 by then-President Donald Trump, will be subject to a 60-day feedback period.

The president will make the announcement on Monday afternoon during a meeting of the White House Competition Council, which was established by his administration last year in order to find cost-saving measures for consumers. The panel, led by National Economic Council head Brian Deese, will meet for the third time.

Mr. Biden aims to urge other government agencies to take similar cost-cutting measures at the meeting, notably by boosting the transparency of hidden fees that can inflate the true cost of goods and services.

One example is a proposal from the Federal Communications Commission that would compel internet service providers to offer a “broadband nutrition label” outlining fees and charges in greater detail. In addition, the Agriculture Department will announce on Monday additional measures designed to promote competition in various agricultural markets.

Similar efforts have been made by the administration regarding bank and credit card fees, which, according to the White House, have saved customers $3 billion yearly compared to before the COVID-19 outbreak.
