Statement by Ambassador Barbara Woodward at the UN Security Council open debate on the situation in the Middle East

Thanks for your time, Mr. For her briefing, I especially appreciate Deputy Special Coordinator Hastings. I also want to express my gratitude to the US for the update.

We welcomed President Biden’s visit to Israel and the Palestinian territories under occupation this month, as well as the declaration of US assistance for UNRWA and hospitals in East Jerusalem.

We applaud Israel’s promise to reactivate the Joint Economic Committee and hasten the adoption of 4G in the Occupied Palestinian Territories during this visit.

These are significant actions that could help the Palestinian economy.

President Biden’s requests for immediate action in both cases are echoed by us, and the UK is prepared to offer assistance.

Similar to Prime Minister Lapid, President Herzog and Defense Minister Gantz, as well as President Abbas and other PA leaders, welcome recent direct negotiations.

To address shared difficulties, such collaboration and communication are crucial.

On the ground, things are still precarious. We take note of the UN OHCHR report on the rise in fatalities with worry.

60 Palestinians were killed by Israeli security forces in the West Bank during law enforcement operations in the first half of 2022. 19 Israelis were killed in terrorist attacks during the same time period.

Terrorist attacks on innocent bystanders are despicable and unjustifiable. We appeal to all parties to defuse the situation and put an end to the bloodshed.

We applaud the US for working with Israel and the Palestinian Authority to uncover the circumstances surrounding Shireen Abu Aqleh’s killing, and we now demand that those guilty be held accountable.

We remain very worried about the impending possibility of the forceful transfer of more than 1000 Palestinians to Masafer Yatta as well as the recent incarceration of employees of assistance organisations.

Following the destruction of their homes and Israeli violence, the community at Ras al Tin was dispersed this month.

In order to protect the people of Masafer Yatta and other villages in Area C, allow for humanitarian access, and stop additional evictions and demolitions, we implore Israel to uphold its commitments under international law.

Additionally, we demand that Israel suspend its 25 July plans to advance 1900 settlement units in East Jerusalem.

The physical feasibility of a two-state solution is threatened by settlements, which are prohibited by international law.

According to the UK, both Israelis and Palestinians are entitled to an equal amount of peace, security, and prosperity.

The best way to get there is a negotiated agreement that results in a secure Israel coexisting with a strong, independent Palestinian state.
