President Muhammadu Buhari signed Executive Order 12

President Muhammadu Buhari signed Executive Order 12 to establish a National Centre for the Coordination of Early Warning and Response Mechanisms.

The National Early Warning Centre is established by an order signed on June 10, 2022, in accordance with Article 58 of the Economic Community of West African States (ECOWAS) Treaty and Article 16 of the Protocol on the Mechanism for Conflict Prevention, Management, Resolution, Peacekeeping, and Security.

As part of the regional body’s peace and security architecture, each member state is required under the ECOWAS documents, notably the Revised ECOWAS Treaty of 1993, to build a national early warning center to address concerns connected to threats to human security.

The Nigerian Centre, which is housed in the Vice President’s Office, will conduct research, analysis, and advisory work on trends in the human security sector, which spans the environment, public health, and governance, with the help of appropriate national and international institutions.

Human rights, food security, and criminality are among the other areas on which the Centre will focus, as well as supporting the government’s reactions to evolving problems in these sectors.

The President has already authorized Mr Chris Ngwodo’s nomination as Director General of the National Centre. Ngwodo previously worked as a Technical Assistant to the President on Justice, Conflict, and Security in the Vice President’s Office before being promoted to Senior Special Assistant to the President on Policy Research.

Mr. Ngwodo is a lawyer who has spent more than a decade working on conflict, human security, policy, and development issues.

He was a member of the Presidential Committee on the North-East Initiative and has worked on numerous human security-related projects in various roles.
