London Mayor Sadiq Khan Outlines Plans for Ulez Expansion Income: New Buses and Cycle Lanes to Benefit

London Mayor Sadiq Khan has outlined how the income generated from the expansion of the Ultra Low Emission Zone (Ulez) to the entire Greater London boundary will be used.

The expansion, set to take effect on August 29, is expected to generate an average of £200 million per year in the first two years, declining to £50 million in subsequent years as drivers transition to cleaner vehicles.

The revenue will primarily be allocated to three areas: £50 million for the new Superloop outer London bus network, £200 million for new electric buses, and £8 million for bus countdown signs at stops.

An additional £150 million will support the Healthy Streets program, promoting walking and cycling improvements.

The Ulez, introduced in central London in 2019, aims to reduce vehicle emissions and will require a daily charge of £12.50 for vehicles that do not meet the exhaust emission standards.

Income from the Ulez expansion is not intended to generate a net profit after the 2026/27 period.

The funds allocated by Transport for London (TfL) will cover the costs of implementing and operating the Ulez, including operational expenses and infrastructure for cameras and signage.

In addition, Mayor Khan is investing £110 million in a vehicle scrappage scheme.

Critics of the Ulez expansion have argued that its benefits are minimal, citing an independent analysis that suggested only a moderate positive impact on emissions and health outcomes.

However, compliance rates within the current Ulez zone are high, exempting approximately 95% of cars from the levy.

Compliance rates in some outer London boroughs are lower, with just over 80% for cars and approximately 50% for vans.

Mayor Khan has received an honorary fellowship from the Faculty of Public Health for his efforts in addressing poor air quality in London.

Professor Kevin Fenton, the association’s president, commended the mayor’s leadership in improving the health, well-being, and economic productivity of Londoners.
