Governor Newsom Announces his nomination of Judge Stacy E. Boulware Eurie to serve as an Associate Justice of the Third District Court of Appeal and appointment of seven Superior Court Judges

Judge Stacy E. Boulware Eurie has been nominated by Governor Gavin Newsom to join the Third District Court of Appeal as an Associate Justice.

Seven Superior Court Judges, including one in Los Angeles County, four in Riverside County, and two in San Bernardino County, were also appointed by the Governor.

Third District Court of Appeal

The Third District Court of Appeal has nominated Judge Stacy E. Boulware Eurie, 51, of Sacramento, to be an Associate Justice. She has been a judge in the Sacramento County Superior Court since 2007, and from 2010 to 2018, she presided over the juvenile court there.

From 2000 until 2007, Judge Boulware Eurie held a number of positions in the Office of the Attorney General at the California Department of Justice, including Senior Assistant Attorney General and Deputy Attorney General. From 1996 until 2000, she worked as an Associate at Rothschild, Wishek & Sands LLP.

Judge Boulware Eurie graduated from the University of California, Davis School of Law with a Juris Doctor degree. She fills the vacancy created by the retirement of Justice William J. Murray.

The Commission on Judicial Appointments, which is comprised of Senior Acting Presiding Justice Ronald Robie, Attorney General Rob Bonta, and Chief Justice Tani Cantil-Sakauye, must confirm this appointment. Judge Boulware Eurie is a Democrat.

$257,562 is the compensation for this position.

Los Angeles County Superior Court

Jerry B. Marshak, 50, of Los Angeles, has been appointed to the Los Angeles County Superior Court as a judge. Marshak has worked at the Los Angeles County Superior Court as a Commissioner since 2018.

From 2005 to 2018, he served as a Senior Member at the Moss Law Group, and from 2003 to 2005, he served as a Partner at the Van Dorn & Marshak Law Offices. From 1999 until 2002, Marshak worked as an associate at the R.L. Mikesell law firm.

He graduated from Southwestern Law School with a Juris Doctor. He fills the position left by Judge Ann I. Jones’ retirement. Marshak is a Democrat.


Riverside County Superior Court

Walter H. Kubelun, 59, of Lake Forest, has been appointed to the Riverside County Superior Court as a Judge. Since 2007, Kubelun has held the position of Commissioner at the Riverside County Superior Court.

He worked as a senior litigation associate at LaFollette, Johnson, DeHaas, Fesler and Ames from 1995 to 2000 before becoming a deputy district attorney at the Riverside County district attorney’s office in 2000.

From 1991 to 1994, Kubelun worked as a litigation associate at Bonne, Bridges, Mueller, O’Keefe and Nichols, and from 1994 to 1995, he did likewise at Wehner and Perlman.

He graduated from the University of San Diego School of Law with a Juris Doctor. Judge James T. Latting’s retirement leaves Kubelun in his place. He is a Democrat.

Mona M. Nemat, 46, of Corona, has been appointed to the Riverside County Superior Court as a Judge. Since 2022, Nemat has served as a partner at Best Best & Krieger.

She was a Partner at Best Best & Krieger from 2007 to 2013 and a Shareholder at the law firm of Brissman & Nemat from 2013 to 2022.

From 2004 through 2007, Nemat worked as an Associate at McCormick Kidman & Behrens LLP.

She graduated from the University of California, Davis School of Law with a Juris Doctor degree. She fills the vacancy left by Judge Roger A. Luebs’ retirement. Nemat is a Democrat.

Joshlyn R. Pulliam, 44, of Rancho Cucamonga, has been appointed to the Riverside County Superior Court as a Judge.

Since 2007, she has worked for the Riverside County District Attorney’s Office as a deputy district attorney.

In 2007, Pulliam taught paralegals at ICDC College. She graduated from the University of Southern California School of Law with a Juris Doctor degree.

Pulliam fills the vacancy left by the retirement of Judge David M. Chapman. She is a Democrat.

Jerry C. Yang, 42, of Hacienda Heights, has been appointed to the Riverside County Superior Court as a Judge.

Yang has worked as the U.S. Attorney’s Office for the Central District of California’s Riverside Office’s Chief of the Riverside Office since 2020, its Deputy Chief from 2016 to 2020, and its Assistant U.S. Attorney since 2008.

From 2005 through 2008, Yang worked as an Associate at Best Best & Krieger.

He graduated from the University of California, Los Angeles School of Law with a Juris Doctor.

Yang fills the vacancy left by the retirement of Judge Lewis Jackson Lucky. He is a Democrat.

San Bernardino County Superior Court

Damian G. Garcia, 46, of Beaumont, has been appointed to the San Bernardino County Superior Court as a Judge.

Since 2008, Garcia has served as a partner and attorney with Banks, Garcia and Janis. From 2006 to 2008, he worked at Banks and Strathman, Attorneys, where he had previously worked as a law clerk from 2005 to 2006.

Garcia worked as a personal banker at Citibank from 2000 to 2005, and at El Dorado Bank from 1998 to 1999 as an assistant manager and personal banker.

He graduated from the University of Redlands with a Master of Business Administration and the University of La Verne with a Juris Doctor.

Garcia fills the vacancy left by the retirement of Judge Dwight W. Moore. He is a Democrat.

Kory E. Mathewson, 51, of Yorba Linda, has been appointed to the San Bernardino County Superior Court as a Judge.

Since 2000, Mathewson has operated as a sole practitioner. From 1998 to 2000, he worked at PricewaterhouseCoopers as a Senior Associate.

Southwestern Law School awarded Mathewson with a Juris Doctor.

He fills the vacancy left by the retirement of Judge Pamela P. King. Mathewson is a Democrat.

Each of these positions receives $225,074 in compensation.
