Governor Gavin Newsom today announces new appointments

At the California Department of Forestry and Fire Protection, where she has served as Chief of Legislation since 2013, Monika Giebitz, 41, of Auburn, has been named the department’s Deputy Director of Legislation.

Giebitz worked as a staff services analyst at the Governor’s Office of Emergency Services from 2008 to 2009 and a legislative analyst at the California Department of Forestry and Fire Protection from 2009 to 2013 and 2005 to 2008.

Giebitz graduated from California State University, Sacramento, with a Master of Arts in English.

There is no need for Senate confirmation for this position, which pays $140,244. Giebitz is registered without preference to any party.

At the California Department of Forestry and Fire Protection, Kelly Welchans, 41, of Davis, has been named Chief Counsel.

Welchans joined the California Attorney General’s Office in 2017 and has since served as a Deputy Attorney General in the Natural Resources Law Section.

From 2007 to 2017, she worked as an Associate at Arnold & Porter LLP. Welchans graduated from the University of California, Davis, with a doctorate in law. There is no need for Senate confirmation for this position, which pays $185,004.

Democrats make up Welchans.

Reappointed to the Commission on Emergency Medical Services, where he has worked since 2019, is Sean Burrows, 50, of Lodi.

Since 2010, Burrows has served as fire captain for the Alameda County Fire Department. He serves as the Local 55 President of the International Association of Firefighters.

There is no pay for this position, nor is Senate confirmation necessary. Democrat Burrows is.

Reappointed to the Commission on Emergency Medical Services, where he has worked since 2019, is Kenneth Miller, 67, of San Jose. Since 2016, Miller has served as the Santa Clara County Emergency Medical Services Agency’s medical director.

From 1999 to 2016, he served as the Orange County Emergency Medical Services Agency’s assistant medical director. From 1997 through 2016, Miller served as the Orange County Fire Authority’s medical director.

He belongs to the California Emergency Medical Services Medical Directors Association.

Miller graduated from the Pennsylvania State University Hershey Medical Center with a doctor of philosophy in pharmacology and the George Washington University School of Medicine with a doctor of medicine.

There is no pay for this position, nor is Senate confirmation necessary. Democrat Miller is.

Napa resident Karen Relucio, 54, who has been a member of the Commission on Emergency Medical Services since 2019, has been reappointed.

Since 2015, Relucio has served as the Napa County Health and Human Services Agency’s public health officer and deputy director.

Between 2006 and 2015, she served in a number of capacities in the San Mateo County Health System, including those of assistant health officer and medical director at the public health clinics, STD/HIV program, and medical director of the public health emergency preparedness program.

Relucio is a director of the Napa Solano Medical Society and the president of the Health Officers Association of California.

Relucio is a part of the California Conference of Local Health Officers, where she presided from 2019 to 2021 as president.

She graduated from Rush University Medical College with a Doctor of Medicine degree.

Reappointed to the State Independent Living Council, where he has worked since 2019, is Jose Solorzano, 39, of Rialto.

Since 2017, Solorzano has worked for the Inland Empire Health Plan as a community health representative.

From 2015 to 2017, he worked as a Senior Outreach Coordinator for Disabilities at Molina Health Care.

From 2007 through 2012, Solorzano worked as a Benefits and Resource Specialist at Southern California Rehabilitation Services.

The Inland Empire Disabilities Collaborative counts him as a member.

There is no pay for this position, nor is Senate confirmation necessary. Democrats make up Solorzano.

Reappointed to the State Independent Living Council, where she has worked since 2018, is Ligia Andrade Zuniga, 42, of Foster City.

Since the year 2020, Andrade Zuniga has served as a board trustee for the San Mateo Union High School District.

She joined the San Mateo County Commission on Disabilities as a commissioner in 2013. Since 2017, Andrade Zuniga has held the position of Commissioner on the San Mateo County Health Commission.

Since 2013, she has served as the Center for Independence of Individuals with Disabilities’ Board Vice-Chair.

Andrade Zuniga serves as the secretary of the San Mateo County LatinX Dems Club and belongs to the San Mateo County Democratic Central Committee, the National Council on Independent Living, and the American Civil Liberties Union-North Peninsula.

She graduated from Notre Dame de Namur University with a Master’s in Public Administration.
