City of Yarra in Melbourne introduces new tax for kerbside rubbish bins’ collection

The City of Yarra in Melbourne, Australia has introduced a new tax for the collection of kerbside rubbish bins, which has caused outrage among residents.

Despite protests and chants from around 200 angry locals outside the town hall, the majority of councilors voted in favor of the controversial waste levy on Tuesday night.

Under the new tax, residents will be charged up to $115 this year, on top of their usual household rates bill.

Previously, the cost of bin collection was included in rates, which are capped under Victorian state government laws.

Separating the charge out could mean that it will increase in the future.

According to a council report, the waste levy is necessary so that the council can pay for other essential services.

The report stated that “separating the waste charge from general rates is a critical component to ensuring council’s future financial sustainability is not eroded further.”

The total impact on properties is estimated to be between $12 and $115 (equivalent to $2 per week).

Yarra is the only Victorian council without a bin tax, and many residents feel that they are being used to bail out the council, which is experiencing financial difficulties.

The vice-president of Council Watch, Dean Hurlston, said that “Yarra has one of the highest levels of staff salaries in Victoria at 81%, whereas normally a council pays about 60% of your rates towards salaries for staff.”

Local Kenneth Gomez told The Herald Sun that “they want to impose a charge on people without talking to them first.”

Even some councilors expressed concern over the lack of community consultation.

Independent councilor Brigid O’Brien, who voted against the tax, said that “there is no analysis on moving to a user-pays model.”

Councilor Stephen Jolly, who also voted against the tax, warned that it could lead to local government being voted out.

He stated that “any councillor that votes for a bin tax will be binned at the next election.”
