Cardiff Council has announced that, apart from Academy Music Group (AMG), no other parties have expressed interest in taking over the management of St David’s Hall as the soft marketing process for the venue concludes.
This development marks a significant advancement in Cardiff Council’s evaluation of AMG’s proposal to oversee the operations of the renowned classical music venue.
VEAT Notice to be Published, Opening Possibility for Procurement Process
A Voluntary Ex-ante (VEAT) notice, containing details of the draft contract negotiated with AMG, is expected to be published by the end of the month.
The VEAT serves as an opportunity for potential competitors to challenge the proposal, which could trigger a procurement process.
Following the conclusion of the soft marketing process on May 20, a spokesperson for Cardiff Council stated that no new expressions of interest had been received for the management of St David’s Hall, considering the building liabilities and the requirements concerning the classical program committed to by AMG.
The next step entails the publication of the VEAT notice by the end of May, which will outline the transaction’s principles with AMG over a 28-day period.
Cardiff Council’s Consideration and Potential Benefits
Upon the completion of the VEAT notice period, assuming no substantial challenges arise, Cardiff Council intends to assess the final lease agreement with AMG in July 2023.
The council currently faces a budget deficit of £24 million, and relinquishing the management of St David’s Hall could provide the authority with an estimated saving of £1 million.
Additionally, the council would no longer be responsible for the venue’s significant repair costs, which amount to millions of pounds.
