Former NYPD commissioner Ray Kelly has spoken publicly for the first time about a 2007 assassination plot against him by Rikers Island inmate David Brown Jr.

Brown’s plan was to hire a hitman to kill and dismember Kelly and bomb NYPD headquarters at One Police Plaza.

However, the chilling plot was foiled thanks to the work of an undercover officer.

Kelly, who led the NYPD between 2002 and 2013, was not scared, saying that he felt relatively secure, as they had identified the perpetrator and knew he was in prison.

In a new A&E docu-series, which details how the authorities foiled the scheme, Kelly praised undercover officers as unsung heroes.

The series shows how Brown had told undercover NYPD detective Chuck Byam that he was enraged by the November 2006 police killing of Sean Bell, who was shot on the morning of his wedding while unarmed.

He faulted Kelly over the case and wanted the top cop beheaded as punishment.

Brown was willing to pay $165,000 to get the job done.

Byam, who is black, said that even though he understood the frustration about black men being killed by the police, it didn’t justify another murder.

Brown’s threats were different than the standard anonymous phone calls, and the authorities knew who he was, that he was violent and had money.

Therefore, they decided to use an undercover officer.

Byam had a pair of recorders in his pockets for the in-person meeting at Rikers Island on Feb. 23, 2007, where the two would arrange the hit.

Brown was ultimately arrested and charged with two counts of solicitation, receiving an additional six years behind bars.

Kelly was reportedly never in any direct danger.

Brown, convicted of 30 crimes, was mentally ill and wheelchair-bound.

Kelly lauded undercover cops as unsung heroes who work in the darkness with few rewards.
