Man is charged with an attempted kidnap in Essex street

A man has been accused in the case of a little child who was approached and nearly taken in Harlow.

On Wednesday, June 15, soon before 4.20 p.m., a teen girl was approached by a male in a crowded area near a big road near Oakwood Pond.

According to reports, the man attempted to kidnap her, but she was able to release herself and flee.

Officers detained Luis Palma, 29, of Lower Meadow, Harlow, on June 17 and have charged him with kidnapping, sexual assault, and possession of cannabis.

He will appear in Colchester Magistrates’ Court on Monday, June 20.

‘This occurrence would have been incredibly scary for the victim, who showed great bravery in releasing herself and fleeing the location,’ said Detective Inspector Daniela Hogan, who lead the investigation at the time.

‘I understand this incident has generated alarm in the community, but incidents like this are exceedingly unusual, and we believe this was an isolated incident,’ said Temporary Chief Inspector Terry Fisher.

‘The youngster and her family are still being supported by a committed team of specialized police and personnel.’
